While the presidents of the Islamic Republic of Afghanistan and the Islamic Republic of Iran reflected their shared cultural and historical ties by celebrating the coming of the Persian New Year (Nowruz) last week together in Ashgabat, tensions have mounted between the two neighbours over Afghan hydroelectricity and irrigation projects in the west of the country. On March 18, President Hamid Karzai of Afghanistan accused Iran of conducting military operations on Afghan soil in Nimroz province during a radio broadcast, with the alleged goal of disrupting construction on infrastructural developments in that area, including the Kamal Khan Dam.
