Brazilian President Dilma Rouseff has set very specific conditions for Paraguay to be re-introduced to Mercosur, the South American regional trade bloc. Paraguay has been suspended from the group since the impeachment of then President Fernando Lugo in June 2012. President Rouseff stated that Paraguay’s return to Mercosur will not be completed until their new congress recognizes Venezuela’s incorporation to the trade bloc. President-elect Cartes, who has stated that he will do anything to return to Mercosur, is expected to acquiesce to this concession.
